Function for circle by radius and center

Dialogs for input of exact point coordinates and
numeric values.

When ever a point is valid input, you can hit the
spacebar or press the KB button and type in the point coordinates.

Experimental attempt at optimizing the drawing of
circles: Only as many points as needed for the drawn size are used.
